UN- Programme Manager - Somaliland, Hargeisa

(Medeshi)- Contract Length: 24 months Date Needed By: 15 March 2013 New Post or Replacement: Replacement Accompanied / Unaccompanied: Unaccompanied Exact Job Location: Based in Somaliland with travel to Nairobi and South Central Somalia (security permitting) Reports To: Overall, Emergency Coordinator, but when in Somaliland, reports to Area Coordinator on day-to-day issues.
Responsible For: WASH Coordinators (2), Programme Engineers (2), and Hygiene Promotion Officer
Liaises With: Assistant country directors (2), Emergency Coordinator, Area manager, FIM Programme Manager, Partner organisation staff Job Purpose: The purpose of this position is to lead, manage and provide technical support to the WASH Programme in Somalia/Somaliland including the provision of strategic oversight for the programme. This includes both emergency WASH programmes and long term development programmes in rural and urban contexts through direct implementation and through three implementing partners. The WASH Programme Manager will provide support on both hardware and software programme components and ensure programme uniformity across all operational areas. S/he will contribute to the strategic objective of raising Concern Somalia and Somaliland profile as an expert organization in the WASH sector in the country. The position will also ensure participation in the WASH cluster and taking a lead role in coordination forums including with line ministries.
Main Duties & Responsibilities Programme Management and Development:

  • Manage all WASH projects/programmes in Somalia/Somaliland, giving support to Concern WASH team and the implementing partners during planning, designing and implementation of WASH Activities.
  • Provide effective and efficient management of the programme implementation in line with the programme proposal and donor requirements and ensure timely production of and submission of programme reports and budget revisions
  • Continuously review WASH strategy and programme approaches to appropriately address and accommodate shifting and/or emerging field context
  • Lead in developing proposals, concept notes and budgets for WASH activities/projects/programmes
  • Coordinate and work closely with other Programme Managers and Coordinators throughout programme planning, design implementation and monitoring and evaluation
  • Participate in conducting joint assessments and planning responses together with other team and follow up on the recommendations
  • Ensure appropriate integration of comprehensive WASH components in Concern's other programs
  • Promote and ensure appropriate participation and equitable access of beneficiaries and communities through appropriate mechanisms
  • Propose innovative WASH approaches relevant to the fragile context including on climate change, water resource management, water quality, water security etc. Technical:
  • Provide support and implement WASH projects/programmes ranging from engineering (water supply and sanitation) to hygiene promotion and epidemic response and ensure that all WASH activities meet SPHERE standards
  • Develop, document and roll out written protocols, operating procedures and training materials and ensure uniform methodology applied across the board
  • Ensure regular undertaking of reviews on barriers and enablers of behaviour change and adapt hygiene promotion methodologies and tools accordingly.
  • Provide technical support and guidance to the engineers on preparing technical drawings and technical specifications for tenders Coordination and Leadership:
  • Participate proactively and contribute in the WASH cluster meetings and, at a technical level engage with UN agencies and line ministries in Somalia/Somaliland
  • Ensure that the 4W matrix is updated regularly and shared with the cluster every quarter
  • Share information on Concern activities and intervention and promote good relations and collaboration with other actors
  • Take a leading role in interagency WASH coordination forums and develop networks with relevant WASH actors
  • Develop strategies and plans that contribute to raising the profile of Concern as an expert organization in the WASH sector
  • Promote on-going consultations and interactions with Concern's Environmental Health Advisor in Dublin as well as with WASH Managers in Concern Country Programmes on emerging sectoral trends and best practices from other countries. Monitoring and Evaluation:
  • Work closely with field teams on objectives, indicators and activities and develop clear monitoring frameworks for each program in collaboration with the M & E Officers.
  • Maintain an effective monitoring and planning system, which informs reporting and programme design.
  • Ensure the development, implementation and periodic review of detailed annual implementation plans for the various WASH programmes/projects.
  • Work with the team to identify and document programme learning and success cases and disseminate learning.
  • Ensure of an up-to-date WASH database and manage all information related to WASH activities with M & E Officers. Financial Management:
  • Produce timely and accurate budgets and budget revisions for the programme.
  • Manage programme budget and ensure expenditure is in line within agreed programme plans and budget.
  • Ensure that programme expenditure is undertaken in line with finance policies and procedures, and that resources are optimally utilised. Staff Management and Development:
  • Participate in the recruitment of in-country WASH staff. This includes preparation of job requisitions and job descriptions.
  • Establish clear performance objectives for each of the reporting staff and conduct formal Performance and Development Reviews (PDRs).
  • Support the WASH team in identifying training needs and help them to design and facilitate appropriate training and follow up models. Partnership Management:
  • Identify capacity building needs for local partners and support on developing an implementation plan for addressing those needs.
  • Support on drafting MoUs and other partnership arrangements.
  • Conduct regular meetings and interaction with partners and provide feedback on programme quality and performance. Other:
  • Ensure team members are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability etc. Contribute to the implementation of these policies.
  • Together with other programme teams ensure HIV & AIDS, inequality and risk and vulnerability are analysed, mitigated against and responded to during the overall planning, implementation and management of the WASH programme. PERSON SPECIFICATION ESSENTIAL Education, Qualifications & Experience Required:
  • Qualifications in a discipline related to Civil Engineering and/or Environmental Health.
  • Good capacity in community mobilization and knowledge of participatory approaches.
  • Practical experience in construction of water and sanitation facilities (borehole drilling, hand dug wells, low cost sanitation etc.) and in participatory hygiene promotion methods.
  • Proven success in implementing community based and led hygiene and sanitation behaviour change including PHAST training, Community Led Total Sanitation etc.
  • Experience with water testing and analysis.
  • A proven record of effective programme and people management.
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Excellent Teamwork skills and the ability to build good relations both internally and externally.
  • Experience in report and proposal writing.
  • Proven financial management skills.
  • Ability to work under pressure.
  • Commitment to Concern's ethos and values.
  • Flexible, adaptable and patient.
  • Sound IT skills, including Word and Excel. Desirable:
  • Understanding and experience of the Humanitarian Accountability Partnership.
  • Understanding and experience of mainstreaming issues of gender equity, ethnicity and HIV and AIDS into project planning and implementation.
  • Proven influencing and negotiating skills with internal and external audiences, experience working in partnership with Governments would be an advantage.
  • Experience of working in Africa (or elsewhere under similar conditions) would be an advantage.
  • Ability to train local staff and to motivate and develop skills of others.
  • Knowledge on using engineering software including AutoCad and GIS. Special Skills, Aptitude or Personality Requirements:
  • Familiar with logistics, HR, Finance, and administrative processes.
  • Ability to organize and prioritize workload, using initiative when appropriate.
