Launching of Somaliland Civil Service Strengthening Project

HARGEISA, November 24, 2016 - The World Bank, together with the Somaliland Civil Service Commission,  is launching the Somaliland Civil Service Strengthening Project this week in Hargeisa.
The project is aimed at strengthening basic functions for payroll, human resources and policy management in selected agencies and line ministries in Somaliland.
Somaliland has demonstrated a remarkable development trajectory in post conflict grassroots peacebuilding and institutional reform over the past two decades. However, limited capacities of the government and fiscal constraints have resulted in challenges in delivering services and have inhibited sustained economic growth and development.






The project aims to build systems and capabilities within the civil service to manage human resources and payroll more efficiently. Moreover, it will advance the capability of the government to manage transparent and competitive recruitment processes. The project is implemented by the Civil Service Commission.

“With the overarching goal of strengthening institutions to deliver services to citizens, the Civil Service Strengthening Project will support Somaliland in creating an efficient civil service.” said Hugh Riddell, Country Representative for the World Bank.

The launch is taking place at a consultation workshop from November 22-24 with the project management team, government institutions benefitting from the project and the World Bank. The workshop will discuss project implementation and will begin an initial training on World Bank procurement, financial management and disbursement processes.

The institutions that will benefit from this project include the Somaliland Civil Service Commission and the Civil Service Institute, the Ministry of Labor and Social Affairs (MoLSA), the Ministry of Finance, the Ministry of Planning and National Development, and sector specific ministries which focus on economic development.

Notably, this project spotlights opportunities to promote gender equity and ensure diversity of qualified personnel.

The project is funded through the World Bank-administered Multi Partner Fund, with the support of the following partners: United Kingdom’s Department for International Development (DfID), the European Union (EU), the Swedish International Development Cooperation (SIDA), the Royal Norwegian Embassy, Danish International Development Agency (DANIDA), the Swiss Agency for Development Co-operation (SDC), the Ministry of Foreign Affairs of Finland, United States Agency for International Development (USAID), Italy’s Ministry of Foreign Affairs and International Cooperation, and the World Bank’s State- and Peacebuilding Fund (SPF).
